Kamala Harris and Donald Trump could not be more different when it comes to trade, despite a changed economic landscape. There is considerable cross-party interest in trade initiatives that promote clean energy and manufacturing · whether from a climate perspective or a pure economic competitiveness perspective.
The two parties now start from a shared expectation of an international economic landscape shaped more by competition and industrial policy than by continued liberalization. While Vice-President Harris has criticized Trump’s tariff proposals, she has not signalled that she would make changes to the tariffs on China.
